It is not. Oddly enough, fired it up this morning and it was working like it never stopped. Not sure if resetting the radio and then letting the car sit off for awhile is what did it, but it's working now. I had something similar in my 2023 Sportage I believe. No audio, steering wheel controls wouldn't work, nothing.
Instead, it'll do silly things, like stop the motor too quickly when I've come to a stop at a light, only to need to start again almost immediately. Or the worst, when I'm parking, and I come to a stop in a parking spot, and the engine stops, only to turn back on again when I shift from D to P, and then I stop the engine with the little pressy
If I had to guess; the battery voltage is too low and this is a way for the car to save the battery life and allow it to charge up. My Chevy truck has a similar feature where it will only power critical services if the batteries (diesel has two batteries) are nearly drained.
Subaru makes it easy to disable, but rules state that auto stop/start system has to default to on. It is present with CVT on all trim levels of 2019+ Forester, 2020+ Crosstrek, 2020+ Legacy/Outback. It is not present on any Impreza or Ascent to date (including 2022MY) and not present on WRX/STi as of 2021MY. No word yet on 22MY WRX/STi.
A problem with the air conditioning - bad bearing, low refrigerant, bad clutch, etc can cause drag on the engine and can cause low idle conditions. Can be a bad idle control valve as well. In my experience a low idle/stall condition that isn't throwing codes is usually something to do with the air conditioning.
. There are a number of reasons why the engine auto start/stop system does not work when the car stops, including a weak battery, an alternator that is malfunctioning, poor wiring connections, a false start/stop control module, or other active systems (such as air conditioning or audio. There is no doubt that the problem can be serious.
Vehicles that feature a start-stop system are equipped with an electric motor that drives the coolant pump, oil pump, air conditioner, hydraulic pump (if present), and vacuum pump (if present), when the engine is stopped. Changes to the fuel and ignition system are also common on start-stop systems, but that's beyond the scope of this post.

If there is, you've got oil and coolant mixing most likely due to a head gasket failure. If that isn't the case, you should inspect where your valve cover (s) contact the head (s). It is common for valve cover gaskets to fail on older vehicles. It is also common for oil pan gaskets to fail, so inspect where the oil pan meets the engine block.
Its what a car is made to do. Start, go somewhere, shut off and start again. You're not doing deliveries, and you can "make up" for the extra starting you're doing by filling the tank instead of putting $20 a pop in. If you take 50k start cycles as how long your starter is going to last, 1-2 a month is meaningless.
